PAULA HAMMOND, VICE-CHAIR
Ms. Paula J. Hammond has been Senior Vice President and National Transportation Market Leader at Parsons Brinckerhoff Group Inc. since September 2013. Ms. Hammond is responsible for working with transportation agencies across the nation, including the US Department of Transportation (USDOT). She served as Secretary of Sound Transit. She served as Secretary of Washington State Department of Transportation since August 2007 until March 2013.
GARY DEMICH, SECRETARY/TREASURER
Gary is a registered Professional Engineer and a Washington native; born in Tacoma, raised in Yelm and educated in Pullman. He has been involved in transportation his entire career, beginning as a bridge inspector for WSDOT at age 18. After graduating from WSU he worked at WSDOT for 30 years, including three years as the SW Region Administrator and ten years as the Olympic Region Administrator. Since 2001 he has been in the private sector, successfully operating his own firm for six years and then being recruited by H.W. Lochner of Chicago to become their National Director of Sustainability. Gary and his wife, Leslie have two children and two grandchildren.

Jennifer has nearly 20 years of legislative and government relations experience. She served as staff counsel to the Senate and House Transportation Committees, the Government Relations Director for the Washington State Department of Transportation, and Governor Christine Gregoire’s Transportation Policy Advisor. She is the owner of Jennifer Ziegler Public Affairs. She is a member of the Washington State Bar Association and a board member of the Olympia School District Education Foundation.
DYLAN DOTY, EXECUTIVE COMMITTEE MEMBER

J. Dylan Doty is the Founder and President of Doty & Associates, Inc., a Washington State-based governmental affairs firm providing strategic guidance to a wide variety of clients across the Federal, State, and local government levels. Prior to forming Doty & Associates, Inc., Dylan was a partner at Jensen Walgren Doty Governmental Consulting, working alongside two of the most respected governmental affairs experts in Washington State in Gordon Walgren and Rick Jensen. Dylan graduated cum laude from Seattle University School of Law, where he was also a member of the National Moot Court Team. Prior to attending law school, Dylan graduated from the University of Washington with a Bachelor of Arts in Political Science. Dylan is an active member of the Washington State Bar Association, and serves as a coach for the Moot Court Team at Seattle U Law. He currently resides in Seattle, Washington.
