Tom joined WAPA in June of 2003 after 30 years in the highway construction industry.  Tom had spent his entire career with Mowat Construction Company, a local general contracting firm specializing in bridge construction with offices in WA, CA, and OR.  Tom was V.P. of Operations.

A native of the area having been born and raised in Ballard, Tom graduated from Ballard High School in Seattle, attended Pacific Lutheran University and graduated from the University of Washington.

Tom began working in association management in 1975 and in 1981 became President of the Washington Automotive Wholesalers Association, a state trade association.   

Tom has been a director of the Washington Highway Users Federation for many years and served as the Chairman from 1993 – 1995.  He has served as the volunteer president of the Automotive Wholesalers Association Executives, a national association, as well as several automotive industry groups.  In his community, he served as President of the Ballard Rotary Club, as a board member for the Mill Creek Swim Club and more recently a board member and officer of the Mill Creek Country Club.

Janet Ray is Managing Director of Corporate Communications for AAA Washington, the AAA affiliate for Washington state and North Idaho.  She joined AAA’s staff in 1974 and has held several positions in the organization’s public and government relations areas.  She was appointed to her current position in 1994.  She serves as the organization’s chief spokesperson and is responsible for the company’s government, community and media relations programs.  Janet also is the publisher of AAA Washington’s member magazine, Journey, and is the company’s Corporate Secretary.

In addition to her responsibilities with AAA Washington, Janet is active on many national AAA committees, including the organization’s  public policy advisory committee. She also serves on a variety of civic and community-related boards and work groups.

Janet grew up in Davenport, Wash., and is a graduate of the University of Washington.  She and her husband live in south Snohomish County.

Pat and his wife Susan have operated a government relations business, Patrick Dunn & Associates, Ltd., with offices in Olympia and Seattle for the past 11 years.  Before that Pat worked for state and local government and practiced law.    They have two daughters, Sara Kirschenman, an Assistant Attorney General in Olympia, and Kat, a freshman at Wheaton College in Massachusetts. Pat reminds Highway Users members February is Free Beef month at Les Schwab Tire Centers.
